NATIONAL SAMPLE SURVEY (NSS):

The NSO, MoSPI, Govt. of India is responsible for conducting large scale nationwide sample surveys on various socio-economic issues to generate statistics and provide statistical products necessary for various planning and decision making exercises of the Government. Data are collected by dedicated field staff of the District Statistical Offices who are regularly trained in the concepts and definitions of the item and the scope of the survey since 5th sub-round of the 17th round (1962-63).

National Sample Survey (NSS) has two independent sets of samples. The sample required for national tabulation is called Central Sample whereas the sample tabulated at State level is called the State Sample. The tabulation of Central Samples was carried out by the Data Quality Assurance Division (DQAD) under NSO earlier known as Data Processing Division (DPD) while the State Samples are tabulated by DES, Manipur. For the current round i.e., NSS 80th Round, the data will be collected by trained Officials of the DSOs using tablets equipped with e-SIGMA software.

In general, the NSS rounds are of one year duration with 4 (four) Sub-Round (SR).Sometimes, the NSS Rounds may be of a period of six (6) months consisting of only two sub-rounds.

The NSS 80th Round will be conducted during January to December, 2025 which consist of 4 (four) SRs i.e., 1stSR (January – March), 2ndSR (April – June), 3rd (July – September) and 4th (October – December).In Manipur, the NSS 80th Round was launched on 23rd January, 2025. For the awareness of the public regarding the Survey, Publicity cum Appeal (Appendix) was published in the local dailies and pamphlets on the same were also distributed. The following schedules arebeing canvassed during NSS 80th Round.

The canvasing of the Schedules is being done in on-line mode through Computer-Assisted Personal Interviewing (CAPI) using software provided by MoSPI, GoI. The submission of the surveyed schedules will be done via cloud server. The scrutiny will be carried out by the Supervisors using software developed by MoSPI on e-SIGMA (e-Survey Instrument and Generalized Multimodal Application) portal.

Schedule 0.0 (List of Households) will be canvassed during each sub-round for every sample village or block/town for preparing frame for sample household selection. Schedule 25.0 and CMS-T schedules will be canvassed simultaneously in the same FSU but in different sample households.

Schedule 25.0 (Survey on Social Consumption: Health) will be canvassed on Household Social Consumption on Health to gather basic quantitative information on health sector. Determining the prevalence rate of general morbidity by age group and gender, as well as of specific categories of ailments at state and national level, is a major objective of the survey. Indicators on measurement of extent of use of health services provided by the government is another important aspect. Special emphasis has been placed on collection of information related to ailments requiring hospitalization, i.e. treatment as an in-patient of medical institutions. This survey will ascertain the nature of Ailments for which people of various age-groups were hospitalized.

Apart from the prevalence of ailments, the propensity of the population to seek health care from the public sector, together with the expenditure incurred by households for availing health care services from the public and private sectors will also be gathered. Provision for collection of information on the incidence and nature of ante-natal and post-natal care, place of childbirth, and expenditure incurred on childbirth and on maternal care, among women who had experienced pregnancy during the last one year has also been focused in this survey.

Comprehensive Modular Survey – Telecom (CMS-T): Information on Telecom-related indicators and Information Telecommunication Technology (ICT) skills of the peoplewillbe collected through Comprehensive Modular Survey on Telecom (CMS-T) to address the requirements of Department of Telecommunication (DoT), Ministry of Electronics and Information Technology (MeitY), etc. This survey is designed to fill existing data gaps that cannot be met by other sources, such as administrative records, other surveys etc. The collected data will also be used for reporting of global indices by line ministries/departments.
